When evaluating a potential short-term rental in Orchard District, Larkspur or another Bend neighborhood, begin with the property and proposed use. A neighborhood label does not establish permit eligibility.
Check the applicable concentration rule
Bend’s short-term rental code includes a 500-foot concentration limit for specified properties and approvals, alongside exceptions. It is not a newly established rule that applies identically to every rental arrangement.
Use the city’s eligibility tool for initial screening, then ask Planning to confirm the address, zoning, relevant nearby applications or approvals and intended unit. A map result is not a permit.
Investigate the records before relying on income
Request existing approval and operating-license information. Confirm what an ownership change would mean and what a buyer must obtain. A seller’s history of renting does not, by itself, establish a buyer’s right to continue.
Keep the purchase decision property-specific
Check private covenants, insurance and operating costs separately. Evaluate the purchase without assuming a permit or promised rental revenue. Include the time and uncertainty of the actual application process in your plan.
For an ADU or multiple-dwelling property, see our ADU short-term rental guide. Obtain current official requirements before committing to a rental strategy.
Bend Relo can help gather the real-estate records and identify questions for the permitting authority. We do not guarantee eligibility, permit approval or investment performance.
