Building a lawful ADU and obtaining permission to rent it for short stays are separate decisions. Verify the particular dwelling, property and rental plan before designing around vacation-rental income.
Check jurisdiction and unit records
Confirm whether the property is within Bend or governed by another jurisdiction. Do not apply the city’s rules to rural property. Locate the dwelling’s building approvals, zoning and any rental permit or operating-license records.
Match the intended use to the code
Bend’s short-term rental code provides different review paths and exemptions. Type I is not simply shorthand for “the owner lives somewhere on the lot.” Owner-occupied room rental has specific requirements; a separate ADU cannot be assumed to qualify.
Ask Planning to confirm the applicable process, concentration limits and rules for multiple dwellings on one property. The city eligibility tool helps screen a property but is not an issued approval.
Investigate ownership and ongoing operation
An existing host’s permit is not a promise of a buyer’s eligibility. Confirm how a proposed ownership change affects the property’s approval. Also confirm operating-license renewal, evidence-of-use requirements and any applicable exemptions with the city.
Obtain current parking, occupancy and operating requirements for the proposed use. Check private covenants and insurance separately.
Budget using current records
Use the current official fee schedule and city/state lodging-tax guidance rather than fixed amounts copied from an older blog. Include cleaning, vacancy, repairs, utilities and management in the operating budget. Longer stays require a separate review of lease, tax and insurance obligations; they are not automatically a compliance-free alternative.
For general building feasibility, read our Bend ADU planning guide. Bend Relo can discuss the real-estate context, but the permitting authority must confirm the intended rental use.
